Clearing the Fog of Medical Marijuana in the Workplace

Legalized medical marijuana in Oklahoma has changed the landscape of drug testing in the workplace. Business owners, HR professionals and compliance officers face ever increasingly confusing and complex situations, circumstances and challenges regarding policies, procedures, safety and the health and well-being of its workforce as a result. In this workshop, you’ll learn best practices, practical guidance, clarification and specific actions you can take to help prevent and address drug use and abuse in the workplace including best practices for drug testing policies, determining reasonable suspicion, compliance with Oklahoma medical marijuana laws and the impacts of the Coronavirus pandemic.

By the end of the workshop, participants will be able to….

  1. Formulate a drug testing program for their workplace that is legally compliant in the state of Oklahoma
  2. Understand the requirements of employers in accordance with medical marijuana laws of Oklahoma
  3. Develop a process for and articulate when reasonable suspicion drug testing would be required
  4. Anticipate and address considerations and challenges on drug testing in light of the Coronavirus pandemic

Penny Horton, founder of Who’s Your HR?, is as a management consultant specializing in helping businesses navigate the legal complexities of being an employer as well as optimizing the performance of their workforce. 

Penny has over 20 years of leadership experience, including over 10 years of proven ability, leading human resources and organizational design strategies for corporations with both domestic and international presence.  She has an undergraduate degree from Wichita State University in sociology and a master’s degree in organization development from Friend’s University.  Additionally she is a Senior Certified Professional through the Society for Human Resources Management and a Certified-Designated Employer Representative through DATIA.

Penny has extensive knowledge and experience managing drug and alcohol testing programs spanning over more than a decade.  She served for more than 8 years as a Drug and Alcohol Program manager for a large aerospace company in which she had responsibility for ensuring program compliance with both the DOT/FAA and DOT/FMCSA testing regulations as well as company policy.  During this time she successfully led the organization through multiple FAA Drug Abatement audits and inspections.  She has continued to build upon those skills through drug and alcohol program management for other government contractors and subcontractors and today offers drug and alcohol testing program management, design, consultation and expertise to employers across the United States through her company.  She is a published author, regular presenter and recognized member of the Drug and Alcohol Testing Industry Association, the National Drug and Alcohol Screening Association and the Substance Abuse Program Administrators Association.

Additionally she is a subject matter expert in HR compliance, human behavior, motivational theory, employee engagement, organizational capability and employment law. 

Brad Petty is a third-generation Tulsan and graduate of Oklahoma State University. He is the President of National Occupational Health Services (NOHS) and National Background Reporting (NBR).

Brad is a past Chairman of the Salvation Army Adult Rehabilitation Center and currently serves as a member of the board, is a member of the Tulsa Executives Association and The Alternative Board, a peer advisory group.

NOHS operates an occupational medical clinic that focuses solely on medical and health related services for the employer, it’s employees and/or candidates for employ. NOHS acts as a Third-Party Administrator for clients to manage their drug & alcohol testing programs and other related medical processes. On-site services are provided to businesses and industry across the country.

NBR is a secure processing center for clients to log on and order background information that is best suited for a particular job description. NBR provides expertise in matching the best report per the workforce and keeping clients compliant within the laws that govern background screening.
