Dixie Agostino has spent five years on the TAHRA board as HRCI Chair and VP of Public Relations. She holds her SHRM-SCP, SPHR and CPC certifications. As President of Switchgear Search and Recruiting, she is active in the Tulsa business community and mentors for startup incubators BetaBlox and 36 Degree North. She currently sits on the board of the Tulsa Area Manufacturers’ Association and has been active in the Tulsa Small Business Connection’s advisory committee and is the past Chair of the Women Business Leaders committee. Dixie has been involved with the Northeastern Oklahoma chapter of Society of Women Engineers (SWE) as their VP of Professional Development and has participated in the United Way’s Live United Network steering committee. Dixie has a Bachelor’s in Marketing from Oklahoma State University.
Ashley Harris Philippsen joined Met Cares as Executive Director in January 2018. Met Cares is a nonprofit working to significantly transform north Tulsa student academic and social outcomes through cultivating excellent schools, launching initiatives to increase civic engagement and build socio-political power, and leading community-designed economic development efforts. In 2017, Met Cares partnered with Tulsa Public Schools to create Oklahoma's first public partnership school, Greenwood Leadership Academy. Ashley started her career as a 2007 Teach For America corps member in Houston at YES Prep Public Schools. She was a founding administrator at YES Prep Brays Oaks Campus in 2009. She worked for several years as Dean of Students and in 2012, relocated to Tulsa, Oklahoma to serve as Managing Director of Teacher Leadership Development with Teach For America - Oklahoma. In 2015, Ashley joined Leadership Tulsa to design and launch social innovation and adaptive leadership programs: LEAD North, Thrive Tulsa, and the Hispanic Leadership Institute. She worked with program fellows to build the knowledge, skills, and habits essential for leading meaningful change initiatives in their respective communities in Tulsa. Ashley has a BA in Letters from the University of Oklahoma, and a Master of Human Relations with an emphasis on Organizational Dynamics and Social Justice.
Kristi Spaethe is President and Principle Consultant of The People Perspective, LLC, an HR Consulting firm helping organizations realize their Best Practices in Human Resources. Additionally, Kristi serves as an adjunct instructor for Tulsa Technology Center and a mentor for the Tulsa SCORE program. With over 10 years’ experience in “all things HR”, Kristi’s past experience includes companies such as QuikTrip, Solvay, NORDAM and SBS Industries.
Kristi earned a Bachelor’s Degree in Psychology with a Human Resources Development option and also holds the PHR and SHRM-CP certifications.
Currently, Kristi serves as the President of the Tulsa Area Human Resources Association and has served in other board roles with the association since 2014. Kristi also gives back to the community by giving her time to non- profit organizations such as Women in Recovery, where she uses her expertise to assist the participants in being workforce ready.
Rhonda Siex, PHR, SHRM-CP currently works with CS3 Technology / CS3 Advisors as a Senior HR/HCM Consultant. Rhonda is a Tulsa native and received a Bachelor’s degree in Business Administration from Evangel University in Springfield, Missouri. Alyse McDaniel has been in the Human Resources and staffing profession for over 7 years. Alyse earned her Bachelor's degree in History from the University of Missouri, Columbia. She currently serves as the office manager and benefits coordinator for Key Personnel where she is responsible for administering all benefits to their internal and temporary staff. She earned her CSP from the American Staffing Association in 2012.
Nancy is the Chief Learning Officer for the YMCA of Greater Tulsa and handles HR, Risk Management, and staff development. She is also a national speaker and member of Exceptional Leaders Lab. She has spoken to a variety of companies including Oklahoma State University, Meridian Technology Center, Parent Child Center of Tulsa, YMCA's from coast to coast, ONEOK, Littlefield Advertising Agency, and others. Her passion lies in staff development and specifically developing young staff into great leaders.
In May 2008 Nancy finished her Master’s Degree from Springfield College in Organizational Management and Leadership. Her graduate project was on retaining the generations through supervision where she did research for two years on the four generations at work. She has continued her research of the generations and most recently the 5th generation that is just starting to enter the workforce.
Due to her love for adventure and activity, Nancy has traveled extensively reaching 5 continents and helping to establish YMCA partnerships in Zimbabwe and Latvia. Nancy also enjoys all types of sports and continues to participate in sprint, Olympic and Half Ironman triathlons.
Jacob S. Crawford is an associate attorney with the Tulsa firm of McAfee & Taft, where he represents firm clients in all areas of Labor and Employment Law, including providing litigation, counseling and training services. Over the past several years, Jake has spoken regularly at the Tulsa Area Human Resources Association’s Employment Law and Practices Seminar.
Jake earned his Bachelor of Arts degree, with distinction, from the University of Oklahoma. Jake earned his Juris Doctorate from the University of Oklahoma, College of Law where he graduated summa cum laude. He was also a Comfort Scholarship recipient, and a member of the Oklahoma Law Review. While in law school, Jake was the recipient of several academic honors including highest class grade awards in Antitrust I & II, Bankruptcy, Equal Employment Opportunity, Family Law, Legal Research and Writing, Native American Natural Resources, Property, and Trial Techniques.
Jake is a member of the Oklahoma and Tulsa Country Bar associations and is admitted to practice law in all State Courts in Oklahoma and the United States District Courts for the Northern, Eastern and Western Districts of Oklahoma.
Jackie Ramage began her career in human resources in 2011. She graduated from the University of Oklahoma with her bachelor’s and master’s degrees in human relations, with a special emphasis on organizational development. Mrs. Ramage is currently the HR Director at Brief Media, a media and publishing company in Tulsa that provides small-animal veterinary teams with print and digital content.
Jackie earned her SHRM-CP in 2016 and in 2017 was selected by HR Magazine and the SHRM membership department to represent the top 30 millennials leading HR into the future.

Shalynne Jackson, MHR is a Senior Diversity and Inclusion Consultant for ONEOK, Inc. In her role, she helps lead the execution of the company’s Diversity and Inclusion strategy, driving initiatives that impact the workforce, workplace, and community. Prior to joining the Diversity and Inclusion department, she was a Recruiting Specialist for ONEOK’s Talent Acquisition team. Shalynne recently served as co-chair of the Women for Economic and Leadership Development's National Advisory Board and is a graduate of LEAD North, a Leadership Tulsa program now known as Thrive Tulsa. She was TAHRA's 2016 Outstanding New Professional Award recipient and has participated in the planning and execution of the 2016 and 2018 Return on Inclusion Summits. She is also a member of the Tulsa Regional Chamber’s Mosaic Workforce Diversity Council and an active volunteer in the Tulsa community, including work with the Oklahoma Department of Corrections. Stefan Mecke is a business & employment Attorney who works with and assists companies, management, HR professionals and front-line supervisors with the difficult aspects of being an employer and provides assistance with counseling, training, and implementation of best practices for reducing risk, avoiding litigation and maintaining a productive and engaged workforce. Stefan shares practical experiences gained from over a decade of leadership within a large multi-national entertainment and media company and over a decade practicing law for local businesses. Stefan consults with employers on day-to-day issues, including interviewing & hiring, discipline & termination, employment & non-solicitation agreements, workplace policies & handbooks, drug & alcohol testing and control plans, employee classification, internal investigations, anti-harassment & anti-discrimination, reductions in force, senior executive retirement plans (SERPs), and severance programs. Stefan also advises, trains and assists employers outside of the courtroom to help them avoid risk and foster a motivated workforce and provides advice and assistance on design, review, and updating of employee handbooks, policies & procedures, ADAAA compliance, FMLA compliance, EEOC & NLRB driven policies & procedures, wage & hour exemption compliance, and unemployment compensation. Donna is the Compensation Analyst for Gateway Mortgage Group. In her current role, Donna researches, analyzes, and administers compensation programs. She has over 19 years of human resource experiences. She previously held the role of Senior Compensation Analyst at T.D. Williamson. She is a member of Society for Human Resource Management (SHRM), WorldatWork (The Total Rewards Association), and TAHRA. She has served on past TAHRA Board of Directors since 2011. Donna was born and raised in Oklahoma and holds a B.S. in Business Administration from Oklahoma State University. She has completed her Professional in Human Resources (PHR), SHRM-Certified Professional (SHRM-CP), and Certified Compensation Professional (CCP) certifications.
Angela Kraft has been in Human Resources for 12 years. She earned her Bachelor’s degree in Liberal Arts from Rogers State University. Angela is currently an HR Generalist for Solvay, an international chemical group, where she works with the aerospace and industrial business lines. In this role, she serves as the first point of contact for employees in marketing/sales & research/innovation. Additional responsibilities include staffing and training for home-based workers throughout the company’s Composite Materials business unit. Angela’s previous experience is with Reasor’s where she worked for 13 years in various capacities including HR, customer service, front office, and training.
Jacci Green has over 19 years of human resources experience and is currently an Employee Relations & HR Policy Consultant for Williams where she has worked the past 3 years. Previous employers include QuikTrip Corporation and Samson Resources. Jacci’s diverse background is comprised of experience with recruiting, training & development, workers compensation, retirement planning, compensation & salary management, and employee relations. She is an Oklahoma State University graduate with education including BS in Marketing, MS in Education (emphasis Workplace Learning and Organizational Performance), as well as current SPHR, and SHRM-SCP certifications. Jacci is a founding board member of Higher Life Ministries and proud advocate for the National MS Society.
Ryan has over 18 years of experience in a wide range of Human Resources functions. He is currently Director of Human Resources for CAP Tulsa. In his current role, Ryan is responsible for managing all aspects of Human Resources including recruitment & retention, employee relations, performance management, compliance, compensation, benefits, HRIS, HR policy & procedures, and employment laws. Previous roles included VP, Corporate Benefits and Employee Relations for BOK Financial Corporation, Director of Benefits for Dollar Thrifty and Benefits Manager for Chico’s, White House Black Market and Soma. Ryan has a Bachelor of Business Administration degree from Northeastern State University and is currently pursuing his MBA from Cameron University. He currently holds the following HR certifications: SHRM-SCP, SPHR, CBP, CCP.
This will be Ryan’s second year to serve on the TAHRA Board after previously serving as the Certification Chair and facilitating the SHRM certification course for TAHRA members who are interested in obtaining their SHRM HR certification. Ryan also serves on the Advisory Council for the College of Business and Technology at Northeastern State University.
Julie joined TAHRA in 2008 as our Chapter Management Professional (CMP). Julie provides administrative support to the members and the Board of Directors of TAHRA. This includes the maintenance of financial records and membership information as well as the day to day responsibilities of a volunteer lead organization. Her most important job, however, is to serve the membership of TAHRA and assist them with any questions or needs they may have.

Melissa Lockhart, SPHR, SHRM-CP serves as the Human Resources Director for APSCO and has approximately 10 years of HR management experience in the industries of manufacturing, engineering, non-profit and hospitality industries. She also has an extensive background in the areas of domestic violence and sexual assault. Melissa is a native of Owasso, OK where she graduated high school and still lives today. She received her Bachelor’s of Social Sciences and is a certified Domestic & Sexual Violence Response Professional (CDSVRP), and also holds her Senior Professional in Human Resources (SPHR) certification through HRCI and her SHRM-Certified Professional (SHRM-CP) certification through SHRM. Melissa has been a member of SHRM and TAHRA since 2008 and TEEOCA (Tulsa Equal Employment Opportunity Coordinator Association) since 2015. Melissa serves on the Oklahoma State Chamber Human Resources & Labor Law Policy Committee and previously was nominated by the Oklahoma Attorney General to sit on the Oklahoma Domestic Violence Fatality Review Board. Melissa and her husband, Chuck, have 3 ornery and hilarious sons: Blythe, Landon, and Karsen.
Katrina Dougan serves as Senior Consultant with HoganTaylor’s Human Capital Strategies Advisory practice. She has more than 15 years of experience in human resources and organizational development industry. Katrina has held strategic and tactical positions, including analyst, business partner and management roles. As a Senior Consultant, Katrina delivers a variety of services including defined human resource function outsourcing, HR risk assessment, performance management, employee and management training and leadership development. In addition, she provides valuable consulting in the areas of change management, organizational development and employee relations and associated investigations.
Katrina has served as Human Resources Manager for a privately-held aerospace manufacturing organization where she managed the overall leadership, coordination and administration of the human resources function for the 100+ workforce including payroll, benefits, 401(k), employee relations, recruitment, compensation, Federal Contractor compliance (DOT/FAA, OFCCP), FMLA, Workers Compensation, COBRA, and HRIS administration.
Prior to moving to the Tulsa area, Katrina spent 13 years with a Philadelphia-headquartered privately-held organization with a 300+ workforce and locations in both the U.S. and Canada. She quickly moved from Analyst/Generalist to HR Business Partner and finally into HR Manager and there gained broad experiences spanning employee relations/employment law, performance management, payroll, benefits, organizational development, recruitment, project/change management and leadership development and coaching.

Shae is the Social Media Recruiter at US Beef Corporation. She graduated from Langston University with a Bachelor’s degree in Education, where she taught middle school for eight years prior to moving into the Human Resources profession. In her current role, she supports and recruits for over 150 restaurants in six regions across four states while continuing to increase US Beef’s social media presence. She has over 10 years’ Human Resources experience as a Recruiter in the restaurant, construction, hospitality, and gaming industries.
Shae completed her Professional in Human Resources (PHR) and SHRM-Certified Professional (SHRM-CP) certifications in 2011 and 2016, respectively. She has been a member of TARHA for several years and is currently serving as a TAHRA Ambassador to welcome new members and promote new memberships.
Shae is passionate about helping others better their career. She supports and has been involved with Youth Services of Tulsa and Junior Achievement of Oklahoma.
