Detailed Description:

ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following. Other duties may be assigned.

  • Responsible for hiring, training and retention strategies for the Housing Authority of the City of Tulsa (THA).
  • Manage full-cycle recruitment process including sourcing, requisitions, postings, advertising, scheduling, interviews, and onboarding.
  • Develop and maintain a pipeline of qualified candidates from which available positions will be filled.
  • Work closely with all levels of management to identify the essential duties of the vacant position and any specific requirements the applicants must possess.
  • Develop creative strategies to identify, attract, and hire candidates while building trusted relationships with hiring managers while strategically identifying top talent.
  • Build relationships with community partners that create a pipeline for new employees at THA.
  • Develop positive relationships with staff, job seekers and the community.
  • Foster and maintain quality relations with team members, build trust with employees.
  • Provide guidance on resolving employee relations issues by partnering closely with managers and senior management team.
  • Consult with management team on performance management and coaching of staff.
  • Ensure that performance evaluations are completed timely.
  • Provide direction to managers regarding disciplinary actions, terminations, and handling serious policy violations.
  • Assist employees with benefits.
  • Provide new hires with explanations of benefits.
  • Assist with the coordination of open enrollment annually.
  • Assist with resolving issues with benefits carriers.
  • Perform exit interviews.
  • Analyze trends and provide summary reports to management.
  • Process and maintain workers compensation records and files as necessary, in Vice Presidents absence.
  • Assist with COBRA as necessary.
  • Compile data from personnel records and prepare reports to include attendance, EEO analysis, employment activities and other reports required to support the Human Resources function.
  • Compile and maintain records and reports.
  • Prepare interview analysis reports on each position for review and selection by the proper Department Vice President.
  • Coordinate reference and background checks on selected applicants.
  • Inform new hires of job duties and responsibilities, compensation and benefits, work schedules and working conditions, company policies, promotional opportunities, and other related information.
  • Make conditional offers of employment and coordinate pre-employment physicals and drug screens.
  • Review, share, and enforce safety initiatives, policies, and procedures i.e. lead committees, deploy trainings as needed.
  • Assist in the development of various training programs, brochures and/or presentations as requested.
  • Conduct orientation for new hires.
  • Coordinate with payroll to ensure that payroll changes are made correctly.
  • Perform other duties as assigned.

The Housing Authority of the City of Tulsa is the second largest Public Housing Authority in Oklahoma.

THA provides publicly assisted housing comprised of traditional public housing, mixed-finance sites and housing vouchers. Currently, THA provides assistance to more than 20,000 individuals, or 7,200 families.

  • Bachelor's degree (B. A.) from four-year college or university; or one to three years related experience and/or training; or equivalent combination of education and experience.
  • SHRM-CP or SHRM-SCP is desired.
  • Previous experience with UKG preferred.
  • Must have a current valid Oklahoma driver's license.
  • Employment at THA is contingent on: 1) being fully vaccinated against COVID-19 or 2) receiving approval for a medical or religious exemption.
