The Benefits Coordinator primary responsibility is to administer and maintain all agency benefit programs, under the guidance of the Sr. Benefits and Compensation Manager. This position will lead the processing of all benefit programs including FSA, Health, Dental, Life, 403(b), COBRA,, leave of absences, STD, LTD and monthly new hire and annual benefit open enrollment. Responsible for providing a high level of administrative support to employees, the HR Director and the HR Team as needed. Sets precedent within limits and/or administers operating rules and procedures under management guidance. Makes non-routine choices within established precedent, considering objectives, under limited supervision. Performs intermediate troubleshooting or analysis; problems require interpretation of data using generally prescribed procedures. Frequent interaction to provide basic information and/or occasional interaction requiring detailed procedural explanations or technical responses.

Detailed Description:

  • Administers employee benefits programs, including enrollment and eligibility.
  • Acts as an advocate to resolve benefits claims for employees.
  • Reviews and approves benefit enrollments for completeness and accuracy; follows up with employees as needed and enters necessary changes in the HRIS.
  • Reconcile payments of benefit premiums each month for all employees and Agency payments.
  • Obtains appropriate approvals of all invoices.
  • Acts as key liaison between all benefit vendors to ensure benefit programs maintain a high level of service and that employees needs are met.
  • Coordinate and facilitate benefit presentations including NEO, annual open enrollments and 403(b) to ensure that communications related to benefits are accurate, professional and timely.
  • Reviews payment of FSA/COBRA plans premiums and administrative fees for insurance vendors.
  • Obtains approval and ensures all invoices are processed through accounting.
  • Administers FMLA, Personal Leave and Workers Compensation Leaves of Absence. This includes staying in constant contact with employees on leave, including keeping track of employee restrictions and return to work timelines, partnering with School Leaders to ensure they have adequate coverage and the proper release paperwork before an employee is allowed to return.
  • Orders benefit enrollment materials, coordinates benefit mailings, schedule benefit meetings, flu shots and responsible for benefit filing and benefit material maintenance.
  • Performs other related duties as needed.

  • Associates degree from an accredited college or university in Human Resources, Business, or related field is required. Bachelor’s Degree preferred.
  • 4 years of prerequisite related work experience, including 2 years in Benefits.


  • Must maintain strict and absolute confidentiality of applicants, programs, employees, and other department data and sensitive information.
  • Must maintain professional business attitude and demeanor.
  • Must have proven successful interpersonal relationship skills to maintain effective and satisfactory working relationships with intra-department and inter-department staff, applicants, vendors, visitors, and community.
  • Ability to follow simple and complex oral and written instructions with the ability to read, interpret, and present information efficiently and effectively.
  • Must be able to accurately audit records and forms for accuracy and compliance with policy, procedure, regulation, and laws.
  • Knowledge of human resources, word processing, spreadsheet, and data base software required.
  • Must be accurate with information provided to employees or prospective employees in areas of policy, procedure, benefits, or compensation.
  • Must recognize and readily refer non-routine questions, comments, or situations to the generalist, director or appropriate HR personnel.
  • Intermediate MS Office skills, database software skills, experience with invoice reconciliation.
  • Strong organizational skills, efficiency and excellent attention to detail with a demonstrated commitment to completing assignments on a timely basis.

Essential Physical & Mental Requirements

  • Employee is subject to standing, stooping, walking, lifting, and carrying objects throughout daily job performance.
  • Work is a normal office environment.
  • Intermittent effort involving lifting of amounts between 5 and 25 pounds required.
  • Work requires moderate attention to detail and deadlines between 15% and 45% of the time.
  • Driving is required intermittent.

Dental -? Dental coverage through Delta Dental is provided to regular full-time employees and their eligible dependents. Employees have two options to choose from based on the level of services needed.

Vision - Vision coverage is offered to employees and their eligible dependents through Vision Service Plan (VSP). VSP offers comprehensive coverage, including an annual exam, contacts and lenses.

Life Insurance - Regular full-time employees receive insurance equal to 1x their annual salary. This automatic coverage is offered at no cost to employees. Additional Voluntary coverage is available upon initial enrollment.

Short Term Disability - Available to full time employees, STD has a 14 day elimination period before benefits are distributed upon approval through Symetra. * Certain restrictions apply. Premiums are paid %100 by the employee.

Long-term Disability - Available to full-time employees, LTD has a 90 day elimination period before benefits are distributed upon approval through Symetra. * Certain restrictions apply. Premiums are paid %100 by the employee.

Retirement - 403(b) CAP Tulsa offers the opportunity to accumulate retirement savings by means of salary deferral and subsequent tax deferral program. A 403(b) Thrift Plan is available to provide retirement benefits to all CAP employees. Upon hire, employees are enrolled at a 3% contribution level with the option to waive or increase at any time. CAP will match the employee contribution at fifty cents (.50) on the dollar up to six (6) percent of the employee’s gross income or up to three (3) percent maximum employer contribution. Company match and vesting begins immediately upon enrollment. The plan document provides complete and detailed information on eligibility and limits.
