The Hunger Outreach Program Specialist will join the Hunger Free Oklahoma Tulsa office in support of federal nutrition program expansion in eastern Oklahoma, with a focus on the Supplemental Nutrition Assistance Program (SNAP). This position will empower organizations, schools, and agencies to connect eligible Oklahomans with SNAP benefits, through outreach, training, technical assistance, and leveraging our partners’ available resources. This position will primarily focus on expanding access and awareness to SNAP, providing backbone and collective impact support to the Tulsa Food Security Council, and supporting our work across other focus areas. The Hunger Outreach Program Specialist reports directly to the Tulsa Regional Manager.

The Tulsa-based Hunger Outreach Program Specialist will become an expert in Federal Nutrition Programs with a special focus on the Supplemental Nutrition Assistance Program (SNAP) in order to conduct statewide outreach, develop comprehensive trainings and resources for community partners, and support organizations as they connect clients with SNAP. This position will serve as an expert on SNAP in the eastern region of the state - building strategic partnerships, serving as a resource and consultant for SNAP, and working with the HFO policy team to identify roadblocks to success. This position will also serve as the backbone support for the Tulsa Food Security Council, convening stakeholders, taking and sharing meeting notes, and coordinating with team leaders to implement actions of the strategic plan. This position will be integral in supporting community organizations to act strategically and locally to address hunger through the hunger free communities collective impact model.

Detailed Description:

SNAP Outreach

  • Become an expert on the Supplemental Nutrition Assistance Program (SNAP)
  • Develop networks to support federal nutrition programs in communities across eastern Oklahoma
  • Establish/execute strong consulting relationships with strategic organizations
  • Assess needs, facilitate pilot projects, gather data and learnings, and utilize results to create and inform standardized toolkits and resources to be implemented by HFO team members
  • Develop, evaluate and provide standardized SNAP train-the-trainer curriculum and resources to statewide partners
  • Develop and test resources to support partner organizations, agencies, and schools assisting individuals and families in applying for SNAP including developing training, outreach strategies, and technical assistance materials and processes
  • Coach HFO SNAP field staff to streamline partner recruitment and refine technical assistance efforts
  • Create and implement outreach and communication strategies in order to increase awareness of nutrition programs
  • Other duties as assigned Tulsa Food Security Council
  • Facilitate leadership meetings fort Tulsa Food Security Council (TFSC) work and support the Council by communicating with partners, recruiting chairs and co-chairs, and engaging with council members and teams to advance TFSCs strategic plan
  • Identify, develop and distribute training and capacity building resources to TFSC partners and coordinate with HFO staff to ensure relevant staff participate in relevant committees
  • Maintain and work with TFSC leadership committee to update strategic plan annually
  • Use learnings from TFSC to conduct training needs assessment and drive continuous improvement opportunities at HFOs committees
  • Build community capacity to address food insecurity by engaging interested stakeholders through the collective impact model
  • Connect community organizations with existing resources
  • Provide backbone support and staffing for the Tulsa Food Security Council including scheduling and coordinating meetings, developing and distributing agendas, ensuring minutes are taken and distributed
  • Be consistently and reliably present to meet with and travel to stakeholders and partners as needed
  • Other duties as assigned

Hunger Free Oklahoma, a fund of the Tulsa Community Foundation, exists to leverage the power of collaboration to solve hunger in Oklahoma by improving systems, policies, and practices. HFO is a statewide nonprofit established to work as a backbone organization to create systemic solutions, public/private partnerships, and collaborate with existing organizations addressing hunger.

Hunger Free Oklahoma’s primary focus is to collaboratively work with community-based organizations, government agencies, and other stakeholders who directly serve individuals. We provide support through technical assistance, convening, research, and policy guidance to nonprofit, government, and other stakeholders statewide.


Education and Experience

  • Bachelor’s degree; or Associate’s degree with 4 or more years of experience in training, education, nutrition and/or nonprofit/government administration, and or outreach
  • Experience working in training and development, specifically developing trainer materials(preferred)
  • Experience working with collaborations utilizing collective impact or other similar collaboration tools (preferred)
  • Background in education, child nutrition programs, SNAP, community outreach, or consulting (preferred)
  • Salesforce experience (preferred)
  • Proficient in MS Office Suite (required)

  • Must be able to travel independently to Oklahoma City and sites across northeastern Oklahoma; typically less than 30% of working time and fewer than 250 miles per trip
  • Ability to work occasional evenings and weekends to support events, if needed

This position will be an office-based position in Tulsa although it will start as remote work due to COVID-19 until the office reopens.
